The University provides a structured means to appeal citations. An appeal must be initiated within seven days of the date on the citation. Please see the FAQ section for more details. Please make sure the address and phone numbers you list are complete, accurate and legible. The Parking Services Office cannot be held responsible if you fail to receive your appeal notice under these circumstances. Remember to notify Parking Services of any address changes.

Please print clearly the information requested below in the Appeals form and return to:

Christopher Newport University
Attn: Parking Services
1 Avenue of the Arts
Newport News, VA 23606

The parking citation (or a copy) must be included. The person appealing the violation will be notified via mail of the Appeals Committee's decision.

Illegible appeals will be rejected.

All appeal decisions are final.

Please note that the following are NOT acceptable grounds for appeals:

  • Lack of space
  • Only parked illegally for a few minutes
  • Financial hardship
  • Inconvenient assigned area
  • Bad weather or darkness
  • Ignorance of regulations
  • Running late
  • Unread or misunderstood signs
  • Failure to receive ticket
  • Citation for parking in a handicap space
  • Citation for false or stolen decal
  • Boot removal fee

If there is a disagreement with the decision from the appeal, a request for a second appeal may be submitted to Parking Services. The fine MUST be paid prior to the second appeal. The request should be submitted to Parking Services within 7 days of the original decision. Parking Services will have 72 hours to review and respond to the request. The information will be sent on to a Board that will oversee the second appeal. The Board will meet once a semester. If the appeal overturns the Citation, a refund will be awarded. Please use the Parking Citation - Second Level Appeal form to initiate said appeal.

“No valid decal” citations or “Parking in designated space” citations are NOT eligible for appeal.
