Parking Services


The person listed on the registration of the motor vehicle shall be held responsible for parking citations, regardless of who may be driving the vehicle at the time of the violation, in compliance with § 46.21237 Code of Virginia.

Fines are subject to change

  • No valid CNU parking decal : $20.00 plus decal price
  • Parking in a visitor space : $250.00
  • False or stolen CNU parking decal (honor code violation): $500.00
  • Improperly-displayed CNU parking decal: $10.00
    • Location other than vehicle’s left lower rear window glass
    • On vehicle bumper
    • Taped to vehicle window
    • Display of more than one decal
  • Parking in a prohibited zone: $40.00
    • On sidewalks, crosswalks or grass
    • On the left side of a one way street
    • In a "no parking" zone; i.e., yellow curbed areas
    • Within 15 feet of a fire hydrant
    • Loading dock area
    • Blocking a dumpster
  • Parking improperly : $20.00
    • Wrong way on a one-way street
    • Obstructing normal flow of traffic
    • Across two or more parking spaces
  • Parking in a designated space $40.00
    • F/S in Student lot
    • Student in F/S lot
    • Student or F/S in a visitor space
    • Parking in a lot that has been closed for a special event
  • Parking in a handicapped space $200.00

  • Boot removal fee $50.00*

  • Removal or vandalism of parking signs/boots $500.00**

*All outstanding fines, including boot fee, must be paid prior to the removal of boot

Fines may be paid at the Parking Services Office by check, money order, Visa, MasterCard, American Express, Discover Card, Captains Cash or cash; coins will not be accepted. Checks may be made payable and mailed to:

  • Parking fines paid within 24 hours (one working day) will be lowered to one-half the original fine (except no valid CNU decal, boot removal fee, false or stolen decal and parking in a handicapped space).
  • Unpaid fines (three or more) or multiple violations of traffic regulations may result in the suspension of parking privileges or booting of the vehicle
  • Payment of one fine does not clear fines for previous violations.
  • Parking holds will be placed on student accounts after 30 calendar days or at the discretion of Parking Services.
  • A letter will be sent for all unpaid tickets after 30 days. A final letter will be sent for all unpaid tickets after 60 days.
  • Parking fines unpaid at the end of 120 days will be sent to a third party collection agency and submitted to the Virginia Tax Debt-Set-Off Department.

The University provides a structured means to appeal citations. An appeal must be initiated within seven days of the date on the citation. Please see the FAQ section for more details. Please make sure the address and phone numbers you list are complete, accurate and legible. The Parking Services Office cannot be held responsible if you fail to receive your appeal notice under these circumstances. Remember to notify Parking Services of any address changes.

The parking citation (or a copy) must be included. The person appealing the violation will be notified via mail of the Appeals Committee's decision.

Illegible appeals will be rejected.

All appeal decisions are final.

Please note that the following are NOT acceptable grounds for appeals:

  • Lack of space
  • Only parked illegally for a few minutes
  • Financial hardship
  • Inconvenient assigned area
  • Bad weather or darkness
  • Ignorance of regulations
  • Running late
  • Unread or misunderstood signs
  • Failure to receive ticket
  • Citation for parking in a handicap space
  • Citation for false or stolen decal
  • Boot removal fee
